Domus Vaticanae
With Chirograph of 25 March 1996, Pope Saint John Paul II, my venerable Predecessor, established the Domus Sanctae Marthae Foundation , in continuity with the pre-existing Pontificium Hospitium Sanctae Marthae . On January 6, 1999, the same Pontiff, with two Chirographs, established the respective Foundations: the Domus Romana Sacerdotalis , linked to the Roman House of the Clergy, called "Traspontina", and the Domus Internationalis Paulus VI , which belongs to the International Clergy House .
The three foundations were intended to offer hospitality, in a spirit of priestly fraternity, to the ecclesiastics who serve in the Roman Curia, to the Cardinals, to the Bishops, to the diplomatic staff of the Holy See, as well as to the priests who come to Rome to visit the Holy See. Father or to participate in acts prepared by this Apostolic See.
With Rescriptum ex Audientia , of April 28, 2008, Pope Benedict XVI established the Casa San Benedetto Foundation , to offer adequate residence to retired personnel who have served the Holy See in the Pontifical Representations.
Considering the new situation that has matured over time, by virtue of apostolic power in the Church and sovereignty in the Vatican City State, given the current canonical and Vatican legislation, I establish Domus Vaticanae , as an institution connected with the Holy See, erecting it as a canonical juridical person public, with headquarters in the Vatican City State.
The previous Domus Sanctae Marthae , Domus Romana Sacerdotalis , Domus Internationalis Paulus VI and Casa San Benedetto will merge into Domus Vaticanae , which are to be considered abolished and whose patrimony will be donated to the Administration of the Patrimony of the Apostolic See. The new Institution will continue to pursue the aims of the four previous Foundations, compatibly with the provisions of no. 43 of the Apostolic Constitution Universi Dominici Gregis , which reserves the building of the Domus Sanctae Marthae , during the Conclave for the election of the Supreme Pontiff, for the exclusive use of the Cardinal electors.
Domus Vaticanae will be governed by the attached Statute which I simultaneously approve. In relation to the peculiarities of the employment relationships of the staff, who will pass from the four previous Foundations to the new Institution and which will be incorporated among the staff of the Roman Curia, I delegate the Eminence Cardinal Secretary of State to approve the Regulations of Domus Vaticanae .
